President, GOP offer health care reform ideas before summit



Health care reform proposals from the president and GOP will take center stage at a Feb. 24 bipartisan summit that the White House hopes will pave the way to enactment of broad reform. President Obama’s plan builds on the Senate-passed bill, with higher thresholds triggering a “high-cost plan” excise tax and new rules for employer plans. House Republican leaders are offering a bill to curb medical malpractice lawsuits and let insurers sell policies across state lines, among other things. Amid the legislative uncertainty, a Mercer survey finds that most employers have yet to take major action based on potential reforms.
